Gear level effect experience gain

Someone told me that your experience gained is effected by the level of your gear...

Like a level 40 character in level 10 gear will get less experience than a level 40 character in level 40 gear ....

I've never heard this and have my doubts .. is it true?

    XP is from doing various activities in Tamriel.

    Low level gear might make it harder to get your XP ... such as taking longer to kill monsters and bosses.

    Smells like fake news - my writ crafters aren't wearing any gear at all (just a polymorph so that they don't appear naked) and they still get perfectly normal EXP gain from turning in writs and other quests.

    It does matter, however, if you are using armor with the Training trait - not only do broken armor pieces (0% durability left) lose their EXP bonus, the effect also diminishes if the gear is too low level for your character.
    But even then, it only affects the extra EXP gained from the Training trait, and that only applies to monster kills.
