One thing to note that over time the location in the guild roster/friends list may go blank but at least you know their favorite character is where they enjoyed the most.
ESO has had millions of players, and people die every day. Honoring one over others is unfair, and honoring everyone is time consuming.
Just take heart that your friend has passed into the Colored Rooms themself.

Even if that would happen to someone, couldn't they just move their character to another place after logging in? Fast-travel? Or sending a message to the support? It's just a relocation.
