As far as ESO is concerned this means:
* You can't do alchemy, since you can't pick or use plant material.
* You can't do woodworking, since you can't damage trees for your own needs. I hope that bow you're using is made of bone and sinew! And forget those wooden shields!
* You can't eat or create foods unless they use non-plant material (re: meat)
An interesting question also arises -- if you have to eat anything/anybody you kill within 3 days of killing them, you had better choose who you kill wisely, or invest in some bigger clothes! A life of adventure and slaughter is hard on a Bosmer's gut.

The green pact only applies to Valenwood. You can import vegetation from outside and use it...The lore is clear on the fact that they do use wood. Just not native wood. You can just pretend vendor are selling foreign wood. If you want to harvet yourself, just only harvest from other zones.
The "eat your enemy" thing is a ritual...they do not eat every single corpse in their wars. The intent is the point.
Also, the green pact is just a societal norm. It's like having sex with your cousin...society frowns on it, but it's technically legal heh heh.
