If the video shows how to accomplish the exploit/cheat - do not post. If it's just showing the effect with no way to figure out how to replicate then it *should* be ok. But i would err on the side of caution and say you should just tag it on to an in game report. Better safe than sorry.
Edit: just to be really clear here and after a moments reflection there are probably no "safe to post" exploit videos as people could figure out how to reverse engineer the exploit with a video clip just do yourself and the community a favor and report it through proper channels.

If the video includes people's @names or toon names then it would also probably end up falling under the "no naming and shaming" rule.
Best to just send it in privately through a support ticket. Forums can't really help ZOS investigate anything and trolls would probably be all over it too, so I hope you weren't expecting any meaningful discussion.

I can understand this.
Sometimes people get scammed by Crown Sellers and try to post the information on the seller here so other people don't get scammed. Sounds reasonable, right?
But that's still against the no-naming-and-shaming policy and those posts get deleted too.
It's not the content or intent or amount of proof. It's just ZOS policy. And so far they are sticking to that policy.
We can only hope that behind ZOS's we-don't-reveal-investigation-results policy that an investigation is actually done and something is done if cheating is confirmed.
