That's the exact quote they gave so while there isn't anything concrete we can assume we will see the additions of NPC to collect either through Crown Store or more ideally maybe through old quests we've completed; maybe those people we saved in all those zones end up wanting to live with us.

My guess: Crown store.
It would be nice though, to have some guards patrol in front of my mansion, just for decoration.
I would also like to see the addition of a guestbook.
Just a book we could place somewhere in the property that we could look at and see a list of who's visited and when and maybe how long they hung about.
It'd be nice to see how much all your hard work making a beautiful property is being visited/appreciated while you're offline or running about in Tamriel.
Seeing that they are, in fact, updating the housing experience, it gives me hope that we'll one day see this added as well.
They also mentioned something in the livestream about new "houseguests." (Collectible? Rewards? Purchaseable? I watched the whole thing, but may have missed a couple of details.)

Perhaps pets and mounts (and merchants/bankers) could be given a "wandering circle" where they are able to move around and perform their actions - have it so you could see the circle outlined while placing them in the house, and it would be up to players to place them appropriately (using the outlined circle as a guide) so the npcs could move freely.

It would be nice to be able to select the npc/pet and then select "record" (or some button of that ilk) and then while holding the object... walk the path you wish the npc/pet to follow! Once you've "pathed" the course to your liking, place the npc/pet down and it will follow that course, stopping at intervals to emote, etc., until it is removed or edited!
This would give the houses life as these things would be moving about the property and whenever you arrive would be at different places all the time. These things just standing rigidly stationary is off-putting and not very realistic of what they should/would be doing naturally!

arenas for duels or pet battles, fishing spots, dummies that allow you to level up skill lines,...
lets be creative; what do other mmos do that have really good housing?
