Plex is premium currency in Eve Online. Its like crowns in function. It is tradeable among players and can be bought and sold on the market per unit.

Not to mention it's a way for very in-game wealthy players to keep their subscriptions without needing to spend real world money anymore. It's been said that once you've spent enough time playing to accrue enough in-game currency you can just use that to buy PLEX from other players, and then use that PLEX to extend your game subscription so you can continue playing. Like if ESO Plus went back to being mandatory in order to play, and you could extend your Sub time using Crowns bought from players using Gold.

The thing with plex is, it is not changing the amount of ingame currency and every subscription is still paid with real money, just not necessarily by the person who is subscribed, but by someone else, who is now benefitting from the in game currency he got for it. The amount of ingame currency is as well not increased or decreased by it - it stays the same is just used by a different person.
It helps to fight real money trade and increases the number of subscribers and enables casual players, who buy it with real money and sell it for ingame currency, to make more use of ingame features - so in the end it helps the economy, because instead of currency being on wallets and piling up there, it is put to use in the economy - so all benefit in the end from it.
And this could work in ESO just the same, if it could be exchanged for crowns as well.

The player market in The Elder Scrolls Online is a "buyer beware" market, and we are unable to provide any compensation or reimbursement for a trade or mail scam that occurred in-game. You can report scammers in game by following the directions in the help article below.
What can I do if I have been scammed in The Elder Scrolls Online?

I present "Crown Bonds", a new currency purchased with Crowns from the store and trade able on the market via Guild trader, Personal Trade or CoD mails.
these can then be redeemed by the receiving player for its value in crowns, this would open up the market for those who either don't want the current risk or don't want to spam chat with "WTS Crowns 300:1"
