No way to return to base (Imperial City)

There is no way to return to your faction's base in the Imperial City after you leave it. Please give us the ability to return to our base.

You have to go through the sewers back to your base, or if you die in a district you will respawn in a safe zone that has a ladder back down to base. There are sewer entrances in all the districts, some closer to certain alliance bases than others

To return to your base, you need to:
A. Travel there through the sewers
B. Die, and respawn there or in a District and then climb down the ladder
C. Use a Sigil of Imperial Retreat you bought ahead of time from a merchant in your base
D. Queue for a Cyrodiil campaign, then queue again for an IC campaign

Potentialy stupid question, but is there any logic to why are the ladders / trap doors going in / out the base sometimes inaccessible? Went to IC for the dailies and couldn't get to the district with the quest couple times even if it worked fine minute ago, then later kept getting locked out while searching for quest giver for one daily I've missed (but was able go back down through some doors). Loading screen goes up, as normal, but then there is error message about alrerady been queued for a campaing, or something. Not doing any zone quest, just the dailies, though and the trap door gets locked even if the daily is already complete. Any way to tell what will get locked?

Seems like it's a population (?) issue? Sometimes you're topside and trying to use the exit to base but it keeps initiating the transfer then failing. Same with being in the sewer base and trying to use the ladder to get up to one of the districts. Had to repeatedly try until the zone transfer succeeds.
Never seen it before so it might have to do with this event.
