Where can you buy VR enchants from an NPC?

Looking either for a crafter on EU DC or NPC in DC or AD

Best place I found to get them, when crafters are not available is the public dungeon bosses, or greater than normal level mobs.

Once you get to VR land, everything is VR1+ including the enchants the enchanter npcs sell in any town that has one.
