I'm stuck when I try to use any Runes above level 1. I have lots of lovely Runes marked in red with the comment " Requires Potency Improvement 2 / 3" How do I achieve this improvement so I can use my runes?

Thesiren✭✭✭Even after you use the skill point, you're forced to wait a long time in levels before this skill continues to upgrade. And leveling enchanting is as slow as molasses going uphill in winter, even with two enchanters breaking down each other's enchants (that's the best XP, but still pretty terrible).
The worst thing about enchanting, though, is that most runes combine into jewelry enchants, but there's practically no enchantable jewelry in the game, at least 1-15 anyway!
When are they going to implement a jewelry crafting class?
The worst kick in the pants is that any NPC enchanter sells tons of great weapons and armor runes reasonably. There's basically no reason to waste the time and storage space on enchanting, there really isn't.1
