EU and na do not share most account things, that's due to the difference in pricing.

The reason was more likely a mundane one: it proved too technically challenging for them to figure out, so they never bothered. Same reason we still don't have proper guild management tools or a mini map 6 years on.

Very few people, if any, are going to buy things twice just to be able to skip between servers. If [snip] was ZOS' motivation, I'm sure they were sorely disappointed.

It's highly unlikely this will change. Players have been complaining about it since the crown store was introduced and absolutely nothing has changed. As far as I know ZOS haven't even commented on the issue beyond confirming it's not a bug.
The best you can do is put in a support ticket requesting a refund on the basis that you did not understand what you were buying (or not buying), but that will remove the DLC from whichever server you bought it on.
This pretty much killed cross-server play. I know some people still do it, but it's not nearly as common as it used to be because anything and everything you buy through the crown store is specific to one server, so if you play on both servers half your characters will be missing everything you buy. But as I said ZOS have shown absolutely no indication they ever intend to do anything about it. That might even be impossible, given all the other issues with servers in this game.

no, because i could use my existing EU-account to create a char on NA. If it would be like you said ,i would have to create another, new account.
Even ESO+ counts for both servers, as well as every chapter you buy.
I wonder if it matters where you buy the things. E.g. is all you buy from the website connected to both servers?
And if so, what about Steam. If you buy the DLC on the Steam platform... does it then count for both servers?.
