Blood for Blood is almost free to cast and deals more damage than force shock at the cost of being in melee range. Force shock does ignore 10% of a target's spell resistance and applies elemental status effects, but you'll see better sustain with Blood for Blood.
Another interesting fact is that Blood for Blood deals more damage based on your missing health with a perfect 1 to 1 ratio over Arterial Burst. I personally like Arterial Burst more since I PVP but when I used Blood for Blood the damage got rediculous, fast! If you got scratched and lost 5% of your health Blood for Blood does 5% more damage, but this also means if you lost 50% of your health it deals 50% more damage...
Cons:

So if you have some source of healing, whether structured entropy or some other HoT, the health cost is mostly a non-factor. In trials (and even in dungeons) this gets covered by your healers or others who have offheals. You also no longer have any Magicka sustain issues which is a massive benefit and completely covers the Vamp regular ability cost increases.
It’s just the best spammable hands down especially in trials as long as the short range isn’t an issue.
Because it's bugged. The dummy doesn't recognize BfB as a player skill.
Ahh! That's good to know, cause I was wondering why bandit/cm numbers were not the same as the numbers the game gives when using b4b. So on pc, addons such as bandits or combat metrix will give you accurate parse numbers.
But yeah b4b hits really hard and raised my dps by quite A LOT. Magblade really can get away with it due good self healing (bow proc or even siphon).
