I'd call this a feature. It was way much worse back then. If players quit when match starts, there is a call for replacements. When that call doesn't work by some reason, there are two choices: let the match going or wait indefinitely. Believe me the wait one was much annoting choice than the currenr one. Atleast you can play and don't get deserted penalty for leaving the infinite wait hell.
Imho the pvp is not dead, I play this game just for the battlegrounds. It's incredibly fun when it works, and the population and balance is good enough atm.

This has been happening for years, with no fix in sight.
When someone declines the queue invite the system puts the rest of the people from the same invite into the bg, even if a replacement is not found.
It's likely that the system places people in groups based on queue position, basically even if there is another person who could be used as replacement, that person may have been assigned to another team, even before their bg starts.

I'm no coder, but how hard is it to make it so the match doesn't start until all the teams are full?

You think it doesn't happen alot but if you take into account how often it happens to every team it is probably 1 in 2 matches.

How can you play this game just for BG? no offence but there are so many more MMO's out there with a better PVP and arena systems.
I enjoy the old 3/4 battleground games but lately I have noticed 1/2 games are uneven. There also seems to be a massive skill difference between the good and bad players. I constantly see 1-2 people dominating and 1-2 people not doing anything, there is never a medium.
But hey.. I don't expect a change anytime soon, ZOS have alot more things on their plate to deal with.
