ZOS has no motivation to improve .
On both PC EU and NA I have cleared vMA multiple times this week without any performance-related issues. No crashing or lag.
I am not arguing with OP, but just because another game performs fine on the same PC does not mean there are no issues locally. Heck, I friend lost their GPU. Obviously, they could not play ESO without one. They were able to play a different MMORPG without that GPU with what was built into the motherboard.
It is worth opening a tech support ticket and has them help you. There is a report the launcher can generate that may help them help you. Granted, I expect TS is backlogged due to COVID just as CS is but there is nothing to lose by working with them.
Edit: I assume OP has done both a repair from the launcher and completely shut down the PC and started it again. BTW, "restarting" a PC does not do a complete shutdown.

I'm a software engineer. I'm well aware of all of these things. I know most people aren't, but I'm not one of 'em.
