Hello. What staff I should use for Z'en? I saw some people use flame staff for burning proc, but isn't off balance from lightning better? And for trait? Charged of infused?

Fire light attacks and heavy attacks don't proc burning. In trials with tanks And another healer running lightning staff another lightning won't help, so fire would bring group more damage (by a small margin).
For dungeons? Lightning all the way.

PS. As long as most of your time is on your resto staff backbar infused ftw.

For your backbar you usually want infused, as charged doesn't carry over to your frontbar. And in terms of fire or lightning I go with lightning, even though it doesn't necessarily do anything depending on the group composition, as fire doesn't really do anything either, if you use the poison status effect with four DOTs, which I would recommend over burning.

Since almost the beginning. This is the current way to proc status effects since patch 2.1 (July 2015):

    Weapon enchants 20%
    Standard ability 10%
    Area of effect abilities 5%
    Damage over time abilities 3%
Area of effect damage over time abilities 1%

If another healer or tank can use Lightning, then you should go Inferno for the additional Burning uptime. You should also do Infused Flame glyph back bar with a Charged front bar Resto. This will give enough Burning uptime that you can call it your 5th DoT, in addition to Vamp Bane, Scalding Rune and any 2 of the following:
    - Barbed Trap: 18s long, gives minor force, but short range
    - Degeneration: 12s long, gives Major Sorcery and Mages passives for slotting
    - Flame Reach: 10s long, helps add Burning uptime

The back bar is lightning infused with either shock or crusher enchant depending on the group's makeup and what the raid leader wants.

Since PC 2.x in 2015 PTS patch notes, https://forums.elderscrollsonline.com/en/discussion/comment/2074057/#Comment_2074057 LIve patch notes do not go back that far.

Edit: What the raid leader wants, I mean players interested in running challenging content with well-organized groups need to be flexible. Much depends on what someone else is running. Different raid leaders what different things sometimes. Things change as well. There was a time that every Magicka player ran lightning staves until Zos changed concussion.

Generally Zen's is only worth it in 12 person content and at least 1 of the other supports should be running lightning blockade anyway, so you should need to worry about it. An infused poison enchant with a charged resto can get you close to 100% uptime on the poisoned status effect, which counts as a DOT for Zen's. Personally, I prefer to run a charged Zen's resto and an infused Maelstrom inferno with a poison enchant. If you optimize for it, you can pull 30k+ DPS on most fights while still healing without sacrificing buffs.
