Need vamp actives on bar for vamp passives?

I've not played in a long time and just noticed they redid the vampire line for Greymoor. I remember at one point they made it so that you don't get the benefits of vampire passives unless you put a vampire active on your bar. Is that still the case with the Greymoor update?

Don't think it was ever like that. Maybe I've forgotten. But either way, the answer to your question is no. To enable vampire passives you just need to meet two requirements a) have them unlocked and b) be in the required vampire stage
Crown Crates are a trap. Don't fall for the gamble! Balance? What Balance? Balance, smellance.
    Necro for them RP feels.

No. It's no longer the case and hasn't been since 2017 or 2018. It didn't last long. Werewolves obviously still do, however.

It does stand to reason though, that with natural/class ability costs increasing through your stages, it's handier to use the spammable at least to cut down the cost and further build efficacy as best as possible.
