Yes, it only works on the NPCs that do something though like a stablemaster, merchant, and banker. The bankers in Solitude seem to be bugged so Mesmerize won't work on them for whatever reason.

Same with a lot of the bag merchants across Tamirel (Daggerfall's bag merchant outside of the bank can't be Mesmerized), Guild Merchants are hit and miss (Solitude it doesn't work on them, yet in Daggerfall I don't even need to use Mesmerize as a Stage 4), and a few basic merchants which is really strange since more often than not, there's one across the street that'll be able to be Mesmerized and sometimes you don't even need the skill to use them. I'm willing to bet that it's just fully not finished because it seems to be more factional based in terms of location and vendor type. I can't be for sure though.
