What is this false advertisement! (Crown Store Vampire curse upgrade)

I made a new character as a vampire, saw that the old thing with the vampire skills not leveling at low level was a still a thing so i decided to buy the curse on the store because the showcase said:
'Instantly advances the Vampire skill line to maximum rank and awards a Curse of Vampirism if you are not already afflicted with noxiphilic sanguivoria. All abilities contained within the skill line arrive unranked, allowing you to advance and morph the skills as you see fit. Note: Curing your character will remove the skill line, but your rank will stay at max level'

So now my new character is sat in tutorial, just spent real money on the curse and its level 1 when it says it shoudl give max rank

Ooof. The Vampire skill line item from the Crown Store at a cost of 3000 Crowns is for you to instantly get maximum level Vampirism on a second character. It will only work if you already have maximum level Vampirism on your first character.

Technically, you shouldn't be able to buy it unless you already have max level Vampirism on one character, just like how you can't buy Skyshard unlocks unless you already have the Achievements. It actually says that on the Crown Store Showcase:
Note that you can purchase a Skill Line unlock only if you have reached the maximum rank in that same Skill Line on at least one of your characters (and, as a result, earned the relevant Achievement).

So something's gone wrong if you were able to buy it without already having a max level Vampire, and you should definitely contact Support.

Did you perhaps simply buy the regular Curse of Vampirism for 1500 Crowns? This simply makes you a Vampire, it doesn't give you maximum level. I don't think you should have been able to buy it on a character who is already a Vampire, but it might be a bankable item which you could save for another character.

nvm i didnt scroll down far enough in the showcase or the crown store, apparently theres a new vampire thing to buy apparently, the skill line... i bought the curse, and yeah the skill line isn't available to me
Well i hope the ycan refund my crowns, it was my mix up but i dont wanna spend the crowns on just the curse lol

Ok, so you see it now.

All of the skill lines on that page require having it unlocked on another character. We have to have earned it somewhere already.

Edit: btw, open a ticket. Tell them you did not realize you had to have had all this unlocked on a different character for you to benefit from that purchase. It may work and get you some crowns back. Worth a shot, nothing to lose. BTW, CS is really backed up right now. Do not expect a fast reply.

Also when you open a ticket be sure to follow up. The first response you get probably isn't going to be much help. Follow through on that response though instead of opening another ticket. Sometimes you gotta be persistent.

Once out of tutorial go to wrothgar and go to where the FIRST quest is. The one where the caravan us being attacked and farm bandits there. Got to rank 10 in 4 hrs.
