Vampire 'Hypnosis' Skill - bugged or just rubbish?

At max vampire stage, I use hypnosis so that I can interact with traders, but it seems to only work randomly. I can't use it on either of the bankers in Solitude for example, nor can I use it to get guild traders to interact with me. I am facing them head on when casting. Is it intentional that it just won't work on some NPCs? Seems a bit off that I can't interact with guild traders tbh, my ugly face shouldn't stop some poor player from making a potential sale. It's no big deal, I know certain NPCs that don't care about my gross face and will trade with me anyway, but what's the deal? I look like an idiot standing in the marketplace waving my hands around only to get ignored. I don't feel like a powerful vampire, I feel like the kid at school that no-one will sit next to.

While we're on the subject, feeding is borked too. A lot of the time, I press X (if I'm lucky enough to get the prompt in the first place) and zoom up behind my victim only to stand there like a complete tool and not finish the kill. It makes me look foolish. And weak. Getting that good vampire juice has become a bit of a chore lately if I'm honest. (I do love the new feeding animations when they work though!)

    Solitude is buggy and broken so the skill won't work on bankers there. Its fine everywhere else, except if you want to talk to a non-essentially NPC. Can't use the ability on them which is a shame.

    Also the new feeding synergy is beyond broken. It requires you to be perfectly level with your target, very far away, and neither you nor the target can be in combat. It also does not heal you like the old synergy did and cannot be used on players.

    The NPCs in solitude do seem pretty buggy as far as their interaction with hypnosis is concerned, but at least for me so far, it seems to work fine everywhere else.

    There's good reason it can't be used on players. A one shot guaranteed kill that you can only counter by constantly spamming reveal skills behind you? The PvP crowd would go completely bonkers, and not in a good way.

    Other than that, the feed skill is a little bit clunky, but it is functional.

    Good to know, I was getting worried that I was just doing it wrong.

    I wish they had both synergies of feed to be honest. The Blade of Woe like synergy which should always take precedence and the old synergy. Both progress your stage, both should heal you, but the one that acts like the old one can be used in combat. It could also be used to stun players for a short time, and can be used on NPCs that otherwise wouldn't be able to be killed by the Blade of Woe. ((Like if you wanted to feed on a guard))

    Should also heal you when you feed to make up for the no healing at rank 4

    I've actually started compiling a list on where it doesn't work everywhere else and plan on making a template for people to send in as an in-game bug report. It's less buggier everywhere else, but there are essential NPCs not responding to this ability outside of Solitude.

    I took a break from western skyrim past week and it works fine everywhere else, even traveling merchants all over tamriel. It is so strange that western skyrim NPCs have such issues with it.

    But again, not everywhere else is fine. The most easiest to find is the bag merchant in Daggerfall right outside of the bank. While it's not as widespread, there are quite a few that don't work. There's also NPCs that should be behind the system for consistency's sake, but aren't. Which again, the easiest place to compare this are guild traders. Most cities you have to use Mesmerize, but in Daggerfall they were completely forgotten. Same with Daggerfall's banker, yet every vendor merchant there you need to use the skill on in order to access their store.

    Like I mentioned above, the template I'm making is quite larger than people may think.
