Tier 1: up to level 50.
Tier 2: level 50 to CP160.
Tier 3: CP160 to CP300.
Tier 4: CP300 to CP600.
Tier 5: CP600+.
When you reach Tier 3 for example, you can select find group members in Tier 1, 2 and/or 3.

The dungeon finder is already broken, no reason to break it even more.
