Low latency/music tearing?

Over the past few days the game has been almost unplayable. I've experienced low (like 10fps) FPS, the music sounds like it's tearing or being made by a trash compactor, and it's even causing the same thing to happen to my pc, to include youtube and itunes. Closing ESO doesn't immediately fix my pc but it returns to normal within a minute or two.
I updated all of my dirvers, uninstall/reinstalled the game, ran the file checker, added ESO as a firewall exception, cleaned the temp files, pinged myself, flushed the DNS, restarted my modem, and restarted my pc. Nothing works for long. I deleted the shader cache too. That was a temp fix. Nothing I do seems to work.
This has only started to occur in the last few days and does not affect any of my other games (FFXIV, Warhammer 2). So this is an ESO specific issue.
I run an RX580 and have an AMD Ryzen 7.
