They want to make it clear to new players that they can do the new Chapter content they paid for right away.

I once read Loremaster Leamon statement but forgot where and when exactly, but I recall that the statement was “all events occurs in 2E 582” I believe the Loremaster need to be summoned to clarify this matter
There is a popular idea on the forums right now that everything is taking place within the same year of 2E 582.
This is incorrect, and if you play through the story and its canonical order then you would know this.
This game desperately needs a story guide for new players so then at least they have a path they can choose to follow if they want. They don’t have to do it but at least they’ll know the order of the story.

For one Orsinium moved time forward about one year.
If you play the story in order you will encounter characters from the past who talk to you as if the events of the base game was years ago.
Characters such as;
- Naryu we meet again in Morrowind
- Veya we meet in Morrowind & encounter again in Summerset
- Daren we meet again in Summerset
- Raz we meet again in two different chapters.
- Abnur Tharn & Sai Sahan we meet again in Elsweyr.
- Lyris we meet again in Greymoor
How much time has passed depends on the content the player has completed - that is what the developers were trying to communicate.
I understand that the developers want players to be able to make their own choices but the truth is that right now new players getting into the game don’t know what’s going on because they’re just being thrust into the latest expansion and then exploring all the zones which have a bunch of unrelated stories.
This can especially be frustrating when the base game still accounts for the majority as well as the core content.
It is a mess
Just like zone guides please implement a story guide in the game.
For anyone that is confused about the order of the story consult a post by @VaranisArano
I concur with OP @Iccotak statement. There are also a lot of questions raised/posted in r/elderscrollsonline reddit forum as an example. My new guild mates (who apparently are new to ESO) also raised the same questions. Can we put OP concern into consideration?
There have been previous polls and threads raised here if I recall requesting the same concern as well.

How is Dark Brotherhood part of the Daedric Wars arc?
Dusk_Coven wrote: »Under the "Quest Starters": Have one entry for each of the Chapter story arcs.
So new players know where to go when they are trying to look for, say, the original main quest.
Or know what the story release order is.
Let players choose to start each Chapter with either the Tutorial (which is geared toward new toons / "new players") or the Prologue Quest (if there is one, for players wanting to continue with an existing character).
