We live in an area that Internet speeds are VERY limited and your updates get larger EVERY TIME. Not releasing the Standard edition on disk means we have to download 90Gb, at 1Gb/hr, of data, twice. I made arrangements to be at an area that I could get better bandwidth for the day of the release. Now I either have to find another source of bandwidth or wait 90+ hours times 2 to get this update.

When has Zos released a chapter via disk? Seems that the COVID related delay of the chapter is irrelevant to Zos not releasing chapter or even DLCs via disk. As such, I fail to see how the delay has had any impact on your situation.

A great number of software releases were delayed due to the impact COVID has had on the industry and the world. Zos did not cause the issue. This decision has two sides. On one hand, it is a way to pay respect and is commendable. On the other hand, it's "just" a funeral - you're not spitting on his grave by releasing content which was scheduled weeks ago. For example, Bungie ARE releasing their new Destiny 2 DLC tomorrow. But they also raised funds for certain organizations.
Fact of the matter is, this delay is arbitrary. It is not a necessity, a must, as were some pandemic delays. So while ZOS are respecting a dead man, they're also kind of disrespecting their customers. I don't have a problem with it, it's a minor inconvenience to me and there are worse things, like what happened. But for people like the OP, who had to plan things beforehand for the 9th release, it's not very fair.
If we were permitted to preload on console like PC players can, none of it would be an issue. Badly done, ZOS, very badly done.

The decision does not seem to be arbitrary at all. It seems to be a conscious choice of Zos to make a solid statement of support for social issues at the forefront of the USA community. That is more than my opinion as Zos seemed pretty clear about this with their statement that #BlackLivesMatter. That said this was more than about a funeral.
BTW, they have to pass patches through the consoles before they can be released except in the situations of emergency patches. So if there was an emergency update to the chapter they would have been able to bypass the red tape.
ESO is not the only game to have updates delayed due to current world events Ark Survival devs have done the same.
I remember back in 2001, there was a new incarnation of Microsoft Flight Simulator due for release on or just after 11 Sept 01. That was delayed by one week out of respect to the victims of the September 11th attacks. MS even went as far as removing the World Trade Centre towers from that game before they released it.
Yes, it can be annoying when these things happen, especially if you’ve been looking forward to a certain date for a while. But it’s just a one day delay. I’ve had far bigger life-changing events hit me in life, and I managed to get through it, so I guess I can wait one more day.
I’m not sure why some guy is claiming he has to download 90Gb of data. I have the game (all current chapters and dlc) on XBox 1X, and it’s just shy of 69 Gb.

What Bungie did is not relevant to what Zos chooses to do.
It does not appear Zos' decision was arbitrary at all if it was to delay the release so it does not coincide with Mr. Floyd's funeral. It certainly was not random and it seems to have been made out of having a social conscience it is not tyrannical either. It is a serious situation and I respect Zos' choice to show respect for this man and make such a profound statement concerning the discussion in our nation and world.
Yes, I can understand it is inconvenient for some people. Heck, I have been known to take a day off when an update was being released. However, again, this is still life interrupted. We find a way to deal with the change in date and move on.

Understandable decision from ZOS? Of course.
Admirable decision from ZOS? Debatable....In truth. Maybe they should have just shut down ESO on all servers because as my buddy stated. Not everyone will be sitting at home 'doing nothing' out of respect today..

Maybe, as has been stated by others. The sale of a pet or mount and the proceeds going to a charity would have garnered more respect. Something that all servers could engage in.

It is what it is, and we just have to roll with the punches. In the grand scheme of things I guess we should be grateful that at least, hopefully... The current events will bring about the end of that horrid disease that is racial discrimination.
ZOS's decision seems unlikely in aiding that and other developers may have made more intelligent decisions. So hats off to them.
One last note though. Given the issues surrounding the launch on PC and the level of frustration exuded by those affected.... Today is not the day for that level of dissatisfaction and the launch today would have inevitably had a level of it
