Cyrodiil Problems - Seems That My Lag is Worse Than Others

Posting as I feel like my Cyrodiil lag is worse than other people's and trying to understand why that's the case.

When I'm in a full campaign, even if I'm off by myself, I can't kill a single NPC. I just sit stationary there spamming jabs and none of them ever actually hit/damage the mob. This doesn't happen in lower population campaigns, but it makes Cyrodiil completely unplayable for me. This even happens when it is showing my FPS as 100 and ping in the 80-120 range. Any ideas why this is the case?

    The only thing I can tell you is that it's like that for most people in Cyrodiil.
    Jabs is one of those skills that will have a crazy delay, because it's a channeled DoT ability.
    Wardens using SubAssault has the same issue; the shalks that spawns rolls out in succession, and in heavy delay (not the shown in game delay, but the actual one) it sometimes takes 3 seconds to fully extend (one shalk / second).
    It's almost like every single individual tick of damage, with jabs, has it's own individual server check before the next tick can go off.
