Vampire Passive 6 secs & World Boss Drops

The vampire invisibility passive currently stays at 6 seconds and does not reduce to 3 seconds. I have tested the passive in heavily and lightly populated areas.
World boss drops are very bad (non set drops) or completely missing for some but not all of the world bosses. I have noticed this with repeated solo and small player encounters in Malabal Tor.
