Is the target CP for Spell Erosion still 10?

I was checking out this build https://xynodegaming.com/off-balance/ and in the video he says we don't need more than 6 CP into spell erosion but doesn't explain why. Is there some nerfs/buffs I'm not aware of? From what I have seen from Alcast and Xynode they usually always recommend 10 CP into Spell Erosion.

✭✭✭✭✭Unless you have a set like NMA or Skoria with a line of Spell Pen, 9-10 points in Erosion is still best. Just looking at that build, there are a lot of strange things going on there. I wouldn’t recommend following that.0 -
