Another but Different Harrowstorm Gripe

We're all aware of the current issues people have, but I'll quickly summarize:
1. poor loot
2. no telegraphing on map
3. bad wayshrine support

Those aside, the more I try to treat them like a repeatable event, the more it becomes apparent to me of a really annoying design...choice. I'm talking about, what's her name again? (A couple minutes later, after booting up ESO) I'm talking about matron jagiska?

You've established that, we as players, are motivated to stop these storms in order to save the people of Skyrim, and to stop, in general, the vague threat of the Grey Host. Who this witch is, I have no idea. If she was in the story, I have no memory of it, and I was paying attention. It doesn't matter though, the storm is the threat, or at least the immediate one, and I do not care about the invisible witch behind the scenes. Why is she taunting us like every 15-20 seconds, like a moustache-twirling scooby doo villain, as if we don't hear whoever she, we as players will lose motivation for being here and wander off? Where is she talking from? Or, are we now living in WoW's universe of "talking magical heads". In contrast, I liked the way the (basically carbon copy) dragon fights were presented, because it had a mood to them. All that was presented was the distant roar of a dragon, the flapping of heavy wings, and then when you get there, the strong battle music, and the occassional dragon shout. You, as developers didn't belittle us with the moustache-twirling constant threats, because you trusted in yourselves to have presented that threat through "show, don't tell". What happened to that dev team? Each harrowstorm, I internally groan more, and grimace more, sitting through the painfully cheesy, "you can't foil, me", "wahaha" cringe level dialogue.

    Yes, I found it interesting, that in Summerset, voices changed, based on whether player did main quest or not. I do not remember any mention of this matron Jagishka, or smth like that anywhere either.
