High ping and low FPS after 28th May maintenance

I logged in after today's maintenance (28th of May), and my FPS has dropped to <30, even in unpopulated areas or inside my house. I will continue to monitor it, but in half an hour it hasn't improved. It was fine yesterday. This is on PC/NA, all addons disabled.

Edit to update: fps seems to have stabilized in its usual values, however, lag became worse after morning-time EST, and it's now stuck between 300-500 for several hours, regardless of area (overland, delve, houses). My usual ping is around 250ms, I have disabled all addons, have run a game repair, internet is fine, but it's still in the red zone--any help @ZOS_JessicaFolsom @ZOS_GinaBruno?

Since the release of Greymoor, without vertical synchronization, FPS drops a lot from 100 to 50, in empty locations, if you look far. With vertical sync enabled, FPS stably 60 on location. Also appeared microfreezes that arise in battle. 45-55 fps in battle, feel much worse than before the patch. Appear strange stutters when gaining experience, opening a new point of interest. It seems like they appear at the time of the popup.

I have a 980TI and play at 4K res with most setting maxed, including view distance. With v-sync on the frame rate is mostly stable at 60fps. Turning off v-sync makes them drop considerably and introduces stuttering.

I have a very powerful PC but the drops are terrible, now new ones have appeared during the fight, the animations are tearing, it's a disaster the new fix.

I ran a game repair and the FPS improved, but it's still lower than before. All settings are set to minimal, reflections off, etc. I have v-sync turned off, but will tinker and see. Thanks for the feedback all!
