I played for about 8 to 9 hours on late Saturday/early Sunday morning. I had one instance where I was doing a public dungeon in Summerset, and all the players and monsters stopped moving. My whole game basically disconnected, but I didn't get booted back to the login screen on my end. I manually logged off after 30 seconds of nothing happening, and was able to re-log exactly to where my character seemed to disconnect at.
Aside from that one instance, most of my solo grind seemed fine. I did do a few dungeons the previous day, and noticed that at least one of every party had some kind of issue connecting or loading into the instance. As for my latency, it was fairly consistent at 110ms (which is unfortunately normal...). It seems like my issues are triggered primarily by group content on NA. I'm not sure about EU, as I have never played on that server.
I play on PC NA! Currently looking for a casual dungeon and trial group/guild. If you want to talk, feel free to message me here or in-game to Pizza (Yes, I'm the original Pizza)

I've been playing the last month or so with 300-325 ping which is playable for me.
However, I started the game up today and ping has been constantly spiking to 999+ which is unplayable. While doing Vet Darkshade Cavern I was kicked to Login Screen twice during those spikes and had to quit the group so they could find a more functioning player.
So I can't do any pledges today and questing is just not fun with constant every 5 second 999+ lag spikes.
I'm in Boston and my latency is hardly ever < 99ms, where other games self-report in the 20-40ms range. I did a traceroute once and it looked like my packets were dying somewhere in Texas. I'm no network engineer, but I wonder if it's possible to have geographically disparate servers with a dedicated high-speed backbone between them. That way my poor packets don't have to make the long haul down south(west).
So it appears that this issue really isn't limited to a single user and is widespread enough to safely assume that this is a problem on ZOS' end. Since I started this thread (3 months ago), there has been absolutely no improvemen. If ZOS staff could at the very least acknowledge there's a problem and that they MAY have started looking at it rather than feeding us condescending scripted answers, that would be great.
I bought the game 4 years ago when it first came out, played a little (Didnt even get to level 10) and stopped as I was in a different mindspace.
I have now just picked the game up again after trying my hand at WoW (but those rng on rng on rng on rng grinds are just plain anti-fun). I'm here just for the story and lore and all things elder scrolls, mainly has a single player.
This input delay, high ping and general laggy gameplay is making it very difficult to play the game smoothly. Im level 20, and had plans to start a sub and really get into it all from 1 June, but if this lag carries on, im going to drop those plans and look for something else.
The lag/latency was almost non-existent on Sunday/monday when I started up again.
Ever since Greymoor I can't parse or do any combat without my frames dropping to zero. I've done everything they suggest and even reinstalled the game. I've been playing since the beginning but this might be the end for me, can't pay a subscription fee for a game I can no longer play.
My ping normally sits between 250ms to 280ms on the NA server. Now I am at 340-350ms and staying at that. It's been two days straight now being stuck at that ping. I am oceanic so it's a known fact we all struggle with ping issues but why why why has it suddenly changed? Even with the Greymoor release and all the issues that came with it, I still had moments where I went back down to my normal ping when it was later in the evening.
I am so unhappy about this. I do a lot of trials, I don't want to play at that stupid ping! I'm so over this right now.
