Anyone else having issues with Harrowstorm spawns?

So I've been sitting here with a huge group of people waiting for the Harrowstorm by the Solitude docks WS is anyone else having issues?
Server: PC - North America - Daggerfall/Ebonheart



I Play all the Classes I guess.

    Only one harrowstorm is up at a time in all of Skyrim+Blackreach. If the one you're at isn't up, it won't EVER be up until the one that's currently up is completed.

    Just like Dolmens and Abyssal Geysers.
    Isn't it SO WEIRD how similar features work the same way?

    The two diffferent zones, should have its own timer to be honest. Waiting ages for one to spawn.
