Can chapter/patch be downloaded w server down?

At work atm, when I get home can I download the new chapter if server is down? Not sure how that stuff works.
Also how long did it take for those that were able to do it? Or is a download update even necessary?

Yes, you can download while megaserver is down. A couple minutes for me to d/l update. Yes, it is necessary.0 -
