On NB, you can still use vampire for just the passives and make use of all passives, without a single vampire skill.
In PvP, I don't see a single reason to not be a vampire for NB.

    Speaking of PvE:
MagDKs and MagPlars benefit equally because they were already largely melee and Eviscerate spammable solves the sustain issues both of those classes have. I expect them to use it in a set up with MS and Siroria or PFGD.

Magblades and Magsorcs will likely keep taking ranged spots in raids so they'll make less use of that skill in 12-man content. However I expect both of them to benefit hugely from Simmering toggled skill in solo content, because of how well Swallow Soul with Siphoning attacks and Crit Surge can keep them self healing while kiting and DPSing. Very experienced players that can avoid damage very well might use those in raids too, but they'll be the exception rather than the rule

    Speaking of PvP:
I expect Snipers using Simmering to proc Titanborn for some immensely enraging snipes.

Nightblades have a spammable that heals them and they can turn invisible more reliably to make use of the 300 spell damage bonus upon leaving invisibility. They also can chain their invisi-sprint into their cloak, thus allowing for a smooth transition to full-stop while staying invisible before entering sneak.
This Bosmer was tortured to death. There is nothing left to be done.

If only because there is an entire passive dedicated to increasing your spell and weapon damage after you leave stealth, and hell if that doesn't work best on the class that can go into stealth on command.

Probably the best to make use of blood frenzy too. I am unsure if you can maintain blood frenzy and cloak (dont see why not), but you can run up a ton of additional spell and weapon damage for a much lower opportunity cost compared to some of the other classes.

Honestly, it is gonna be very different and similar for everyone. As well the Min/Maxers will have a great deal of insight on Race+Class+Vamp builds even more.

I have a StamSorc (Bosmer) who is vamp, and the class's passives helped out a on the PTS with the obvious cost increase, but really didn't change much of my play style at all - just had to pay a bit more attention to things when using simmering and sated. Overall was nothing really fundamentally different for me from what and how I played prior to the maint.

Well NB has a lot of quick siphoning attacks which restore health to them which can be used to counter the blood frenzy health drain.

Aside from nightblade, I think any class which has powerful self-healing in PVP can benefit from being vampire. Cost increase or not, Mist is one of the most powerful protective abilities and if your healing can sustain Frenzy for burst duration without putting you at risk... you'll get ~1400 extra WD on stamina character.
1400 WD is not a joke, and both Undeath and Frenzy naturally have synergy with Titanborn...

Honestly, aside from the first two passives vampirism isn't particularly useful or even viable for most Nightblades. I spent 2 weeks straight on the PTS trying to make the skill line useful on my magblade, and if I didn't need the Dark Stalker passive I'd just cure myself. As it stands, I'm just going to wind up staying stage 2 and using the skill line solely for the first 2 passives. (Ironically, exactly what ZOS said they wanted to avoid.)

In any case, the class that will synergize best is whichever one has the best sustain and healing — if you want to be able to make full use of all of the active skills and passives you'll need both, and NBs have neither. Magcro, Magplar, and Magden will all likely synergize better.

You know that every class is playing melee style in pve content otherwise u will not get heals and buffs?

Er what? No, they don't. Standing in front of a healer and being melee are two different things, you know that right?

There's a fairly long list of fights where some ranged dps is preferred or required because there's either boss mechanics that need kiting or because ranged DD simply provides better DPS on highly mobile bosses or adds.

No idea, i won't be using any of the new skills since they are very underwhelming.
