Please explain huge HP difference between my characters

I have a level 50 CP400 Breton Templar with all attribute points into Magicka. His HP is at around 13k fully geared, with only 1 source of extra HP from a heavy helm.

On the other hand, I have a level 5 Breton Warden with all attributes (so far) into Magicka as well. Her base HP is 18k, with no gear on.

Both figures were taken with no buffs, food, or active effects. So why is the HP difference so huge? What am I missing here? Do Wardens simply start off with more HP?

Hoping for some clarification. Thanks!

PS. Both characters have roughly similar CP points in the same red constellations. I can provide exact figures/distributions and additional information if necessary.

    Low level toons have a bonus to stats that lessen as they level up

    As part of the One Tamriel "whole world scales" thing, low-level characters get a boost to all their stats. As you level up, that boost goes away (as you gain your own stat points, and more importantly skills / passives / gear.)

    Battle leveling, the scourge that came with One Tamriel. Enemy NPCs have no levels anymore, so in order to allow new player characters to fight side by side with fully leveled ones, their stats are artificially inflated according to some formula I don't presume to know. As far as I know, this "battle leveling" is more noticeable at lower levels, so that when you actually hit level 50 you feel less powerful than when you started out unless you also have a decent pool of Champion Points and are making use of them.

    Characters base stat buffs get weaker as you level them up. there is an invisible buff to lower level characters this is to assist in making all players able to do the same content equally.

    Thank you lowmi64 for asking this question. I'm fairly new here, about a month now and I recently noticed the same thing between two of my characters and was puzzled by it.. and thank you to all of you above who posted the explanation. :)
