I think that these can be good to allow people to play with their friends. A game this old, people create new accounts and delete characters to change factions because they don't like playing in zergs or are tired of being zerged down. On the other hand, depending on how it is (or more likely isn't) policed for Cyrodiil, I see a lot of people abusing these. PvP is toxic enough as it is with vendettas and people deliberately trying to make this aspect of the game not fun for others. I just really hope that they limit how many times, or at least how often, people are allowed to use these, but lets be real, if it gains revenue for the company, such things aren't and won''t be addressed.

personally i love the idea to be able to change alliance. i have two AD toons that i want to get out of AD. i don't want to be in the same alliance as the AD ball groups in cyro. and since it's giftable i can use TCE to get that done.
If this means I can get the last 4 skyshards, the ones behind enemy gates, and then never have to go back to Cyrodiil ever again then I am 1000% in favor of this.

"Instead of taking the best of the dolmens (predictable rotation), the best of the geysers (scalability based on number of players), and the best of the dragons (map location and health indicators) and adding them together to make a fun and dynamic world event scenario, they gave us....... harrowstorms." https://forums.elderscrollsonline.com/en/discussion/comment/6850523/#Comment_6850523
I love the Alliance Change Tokens, as I'm someone who plays on Standard most of the time, so now I can finally play with my friends.
That said, what's the point of Alliance Change Tokens if the server performance is so bad that I can't use my skills or bar swap even in Standard when it's not primetime? So while I'd love to buy a couple of tokens, I'm not giving ZoS anymore money until they fix their server issues.
