OP does NOT want to PVP not to do repeatable quests in order to reach max CP. He wants to redo proper story quests.
The answer is : create a new character and level it to 50 (that's quick). Past that point, you can redo all story quests you like with that character and the XP will stack in form of CPs which are account wide and will benefit your main character too.

I am pretty much only interested in the story - PvE elemant of the game, like my wife and many other players out there, but this only gets you to about champion 400 something, which is not much at all considering the cap is a lot higher and involves grinding the same thing over and over... That is not for us at all.
I'm also surprised that you've run out of new story lines and you're only CP400. Are you saying you've completed at least the main quest line to every base game map, the main quest, Craglorn, all the DLCs and chapters and you're only CP400? I would have expected it to be much higher than that.

I find that pretty odd myself. My DC character has done the 5 DC zones, finished the main story; i.e. finished coldharbour, finished the mage and fighter guild questlines, started Dark Brotherhood to the part where they start dailies, did about the same on Thieves Guild, and I'm currently working on Cadwell's Silver, about halfway through the AD zones, and oh, yes, I did Wrothgar.
So, I'm at 50/430.
I still have the rest of Cadwell's Silver, all of Cadwell's Gold, Summerset, Murkmire, Vvardenfell, both pieces of Elsweyr, and of course Greymoor left to do. I haven't even done any of the instanced dungeons, and only a few of the public dungeons.
How the OP could have 'done all the story' and ended up 50/400, I'm not sure...
EDIT: I forgot Clockwork City and Craglorn in my list, too. I have Cyrodil as well, of course, but I haven't gotten to that either.

When any player purchases an MMO genre, they should already know going in that there is an element of grinding ... before they download and click "play".
