This is becoming something quite a few people have reported happening to them. Some have said that time 'solved' their issue, as things were just slow to appear, but this may take anywhere from a few relogs to a double digit amount of days.
I'd recommend sending a support ticket ASAP, because the wait times for answers to support are currently VERY long and you want to start that timer as fast as you can.
That said, the fact that your transaction is still labelled as pending may mean that it's something on the end of payment processing, rather than just ZOS' side. How long has this been? If you made your purchase just now, maybe give your bank an hour to see if it goes through. I can imagine if the transaction really isn't going through for some reason, that may be why you haven't gotten anything yet.
I solved my problem after three days of waiting for help from support.
One important thing, if that's not your case - my solution won't help you. I have two accounts tied together, steam and ESO one, BUT ESO one is very old, from pre-steam era, therefore, they BOTH have an activated key, bought separately. That's the reason I still can use them separately, with or without steam, and buy stuff both from the official site and steam. It seems that in this type of connected accounts there is an issue of sorts, because steam doesn't "transfer" the information about your purchases to ESO account if you are not logged in through it. The only thing that works perfectly for me is sub, I buy it from steam and it applies right away, that's why I didn't think much of it.. So, my problem appeared because I was always using my ESO account to play, without steam, through the usual official launcher. When I downloaded a fresh client through steam AND logged in to it I immediately received all my missing stuff: preorder and CE items, and Greymoor chapter.
I wish the support was aware of this kind of problem and warned me. It seems they have no clue. If you have the same weird double account as I do - log in through steam and it should go away. If not... good luck!
Unfortunately for me, my ESO acount and steam account are bound from start. I made the mistake.
I can't log in without using the steam launcher.
I didn't bought the Greymoor chapter!
A friend offered me the collector version of the Greymoor chapter (a big pack that inlcude the previous chapters in collector version , but he doens't use steam at all.
I actually tried to load my game through Steam on Wednesday, but it didn't work.
(Usually I load the game over the .exe without Steam, as I bought the base game
before you couldn't do this anymore and I found it buggy over Steam.)
But after reading your comment I thought maybe something changed with starting
over Steam and I /f cking finally/ got my items!
You have been able to help with an issue the support wasn't able to communicate
with me in 2 weeks!
