Horse Speed?

I'm not sure how the horse speed percentage works.
Let's use the light horse as an example. It has 25% speed.
Does that mean it moves 25% faster than the player?
Does the 25% only matter when sprinting or walking?
Or is it both, like its walk is 25% faster than the players walk and its sprint is 25% faster than the players sprint?
Or is it an arbitrary number?

✭definitely SEEMS to effect sprinting and running too. I am faster than my husband while sprinting and he has put all his points in carry and mine in speed.
