I am looking Healthy in the CP and wondering how health recovery actually works. Is it only at rest or does it also work while in combat? If it is only at rest is it not a waste of CP points to use this option?

Who knows....half of this game is built like this. Tool tips tell half truths, straight up lies. Its a crap shoot.
It seems like one needs a PHD in eso theory to understand if you are building your character correctly or gimping yourself.
I would test it, as I am sure you would but I'd rather not waste 3k trying to understand how this game works.
If I recall correctly, it’s 1/2 the character sheet number every second in combat. So 3K health regen would be 1.5K.

Recovery (health, magicka, stamina) ticks every two seconds in combat and restores {character sheet value} of the resource. So in the end, it averages out at 1/2 csv per second, but you don't get a tick every second.
Out of combat it ticks every second for the same amount, so recovery is essentially doubled when out of combat.
