Loot bug in Wrothgar on Nodes and Chests?

Every time I visit this zone I constantly hear in zone chat people griping about others looting the good stuff and leaving the garbage in Crafting Node and Chests. I honestly have never heard a word about it in any other zone in two years of playing. This sounds more like a bug to me, anyone else have this same experience? Just seeing this in Wrothgar and no where else?

I see it in a great many regions, and am assuming players on a standard account with not yet expanded inventory (since noone with crafting bag would bother leave anything behind)
Its just something that happens. Seen it in stonefalls, in auridion, in glenumbra, and less often in other places...3
