Am i supposed to be able to level up vamp without slotting any of the skills?

I just don't want to exploit the game. Since haven taken this photo i have level up to 10 without ever slotting a skill from the skill line, though i did give 1 skill point to it at that point - level 8. Since hitting 10 I have slotted a few passives.

    Somehow vamp leveling is linked to your character level, so it doesn't matter what skill you slot.

    Vampire and Werewolf skills level up by gaining XP the same way your weapon and armor skills improve even without having skills slotted as long as you are wearing the gear. On PC you can check how to advance a skill line by hovering over the XP bar with skill line level. Not sure if console has a feature like that though...

    After careful consideration (and oh! so much deliberation) we have concluded that you circumstance sounds too much like a l2p issue for it to be just a mere coincidence.

    I became a vamp at level 10, it took until like level 42 or so to reach level 10...once I made it to level 35 and was earning more xp it went quick...

    I did a werewolf before level 10.and was maxed around 20 something...

    not sure if it has changed over time but werewolf leveled by kills...250 or so until level 10 I think...

    WW levels by killing mobs in WW form. A fast way to level is to stay at Hunting Grounds after turning in the Feed w Pact quest and kill mobs there. Takes about hour. Having some available skill points helps but is not required.

    Vampire levels from exp only, starts to kick in after lv 30. Just being a vampire is enough.

    Assuming it does not change w Greymoor. (I have not tried WW/Vamp in PTS yet.)

    I don't know but guess one can level vampire by doing writs, without killing anyone.

    Your vampire rank is based off experienced earned as a vampire. The higher your level the more XP you earn so the faster it levels up. Personally I think tying the "feeding makes you stronger" thing should have been tied to vampire experience gain, not the stages. Alas it was not made so...

    If you think of being a Vampire as being like a certain race -- Racial skill lines also go up without having to slot any skill or equipment. In fact since Racials are all passive, you can't even do that. You just "exist" and get better without any self-improvement work.
    Which in a way is the underlying observation in your question -- should you be allowed to do that.
