How about pick up groups?

Maybe use discord? Or group up?
Maybe you can answer this then:Or maybe minimise chat or turn off zone chat if you don't want to see spam or abuse? Maybe?

This is backwards thinking.
Zone chat abuse led to making it worthless. Instead of accepting that, how about combatting that abuse so that it's use becomes more legitimate more of the time?

because any attempt to do so results in some form of pay2win...everyone must be able to speak

Your so-called solution is worse.
What if a new players wants to ask advice in zone? Sure, their first message is free, but what about subsequent ones? Do you really expect new players to group up with other players, or vice versa, just to get some advice?
What if you're in Alik'r or Auridon and want to get into the dolmen groups, where one of the leaders has Auto Invite set to listen for a specific string of characters? Sure, you can ask for an invite once, but what if the group is full and you're waiting for a spot to become available, are you expected to pay a gold fee for that?
What if you're in Cyrodiil and are trying to coordinate with multiple groups through zone chat, are you expected to pay a gold fee there?

First one's free. If you're having an actual conversation you can get together and use /say, group up, or /tell
If you want to spam rubbish might as well gold sink you too.
Some games don't even let you talk, and especially not /yell, without buying a consumable.
You dont like communicating or weaving there are other mmos. Several of your posts recently I completely disagree with. Eso is unique please stop trying to make it like other games
Maybe you should stop spamming /zone or /yell chat? Then this idea wouldn't penalize you at all.
If people being allowed to spam ESO /zone or /yell with nonsense endlessly makes it "unique"... that's a feature we don't need to have and the people defending it need to be gone.

unique doesnt mean better - eso should learn what other games are doing better and improve - every system should
