No. 1 way to improve things would be to increase the number of players you can have on your ignore list.

Other people who also have an ignore list that they can use.
The problem is, you want the annoying people to be shut out of Zone Chat. That's great. I agree. But what about the non-annoying people? The people who for instance who are running dolmen groups. The people who answer player's questions and give helpful advice. The people who chat about the lore. The people who want to just want to have some friendly chat?

So for instance, if you are familiar with Cyrodiil. /say will cover most of the inner Keep where as /yell will cover most of the outer Keep.
