MilkJugg24✭✭There was an article published today, which stated that the previously proposed performance improvements are on schedule, and are currently being tested. You can find the article here: https://www.elderscrollsonline.com/en-us/news/post/56681
The updates appear to mostly be server-side updates or general game engine tweaks. So, yes, you should see a performance improvement once update 26 launches on Playstation 4, and so on.
