Except that on PC EU you don't need one or mulltiple active ballgroups to lagg out the game. uncapped population on all factions is already enough to make it unplayable.

From my experience, the people that need to be fired are the people in management who made stupid decisions based on balance sheets instead of what is good for the company or the project in the long run. Management types usually are more concerned about short-term gains and their next bonuses. Those management type all too often forget one of their fundamental functions is to create an environment for workers to perform to their full potentials.
When a project manager asks for impossible deadlines, that's when the tech guys start cutting corners in order to meet those ridiculous deadlines and doom the whole project from the start. And ten months later the company had to spend four times more than the original budget and resources to some what salvage the whole project (true story).
What I am trying to bring across is the whole performance fiasco with ESO really shows the lack of good management and leadership at ZOS. However, I am not saying there is no incompetent tech guy. Think of it this way, a tech guy is hired to work on the technical side and a manager is hired to manage the tech guy. So if the tech guy was incompetent at his/her job, then was it the tech guy's fault or was the manager's fault to have put the person who was clearly unqualified on the job?

If you have the same problem for over 4 years as a company and you don't fix it. This tells a lot about a company. I don't think that fixing the servers is an impossible task. It's just incompetence. In 4 years, with ambition, you can hire the right people and fix the problem. They just add things in the Crown Store. That's the only thing that we get regularly.

Right, that completely explains why I get sub-200 ping playing on PC-NA and 600-800 ping on PC-EU. While living in the EU

You could have top of the range everything and still have bad ping. I have the fastest connection possible in the centre of town and still I AVERAGE on 172ms ping in Cyrodiil. When I used to play WoW my ping was around 35ms, and rarely exceeded 60ms. It's not just about your equipment, but how well the netcode is optimized, and there could be routing issues between you and the server.
