Trouble finding VR (lvl 6) mats for provisioning

Is anyone else having trouble with this? I loot and loot all barrels, trunks, cupboards, etc, and I only ever get a few mats that are actually level 6. I've gone through both VR1, and VR2 zones, and have this problem.
I don't see why anything other than level 6 items should be dropping there. It's ridiculous how long it takes to get my mats for crafting now.

Yeah I don't understand why I'm looting nooby level provisioning mats in Vet content lol. It's not like I'm going to be crafting those low level items.0
