If you look at the history of science, you will find that many of the "constants" people had been clinging to have been proven less then constant by later findings. Maybe the most famous example is Einstein and his equations proving that even "time" is not nearly as constant as people had thought it was before him...Actually there are 26 constants in the universe, but i get your point.

So... unless someone is omniscient, they cannot say how many constants there are. We assume some things are constants... and so far all examined evidence might support that assumption... but we really cannot say what the future may bring, and if in a century we might not learn something new that chucks a "constant" out of the list.
Therefore I would not bet anything on the number of "constants" in the universe... but that things change (both the things themselves, and our perception and understanding of them), THAT always remains the same as long as there is time flowing through the universe.
