in TES4:Oblivion it was necessary to jump pretty much everywhere in order to get acrobatics up - well, jumping from high places and taking damage on impact helped with it as well. So some might have this behavior from TES4, and others from pvping - moving around quickly and jumping makes it harder for enemies to target.

I just dismiss those jumpers as children allowed to play on a parent's account, but I wouldn't throw mud balls at them because that's descending to their level

Maybe you're just bad at jumping? Tbh, this sounds like a l2p issue to me.
