Hey folks! Thanks for reporting this bug, the team is aware of this issue and looking into it. For now, we believe that you can dodge roll as a temporary workaround that allows you to loot.
@ZOS_Adrikoth - thank you very much for this suggestion! I had the "can't loot" bug as soon as I killed the first mobs in Icereach last night and I remembered your advice here. Can confirm a simple dodge roll allowed me to then loot like normal... and I didn't get affected the rest of the dungeon. A guildmate also experienced the "can't loot" bug and I told him to dodge roll... fixed his problem and he was able to loot the rest of the dungeon.
With /reloadui that I did in Unhallowed Grave, it's a slightly longer wait to fix AND I had to do it 4 times before the dungeon was finished. Dodge roll seemed to fix Icereach for the remainder of the time. Not sure if there is any correlation, though.

I had this bug a couple of times in a delve during the recent event, logging out and in again fixed it although I had to repeat the exercise until I was in the right instance. It seemed to be different from the earlier bug when you were out of range to loot and which I haven't had in a long time, with this one I simply didn't get anything to interact with.
I've had this happen numerous times over the last year or longer. My solution has always been to go off a little way from the corpse(s) and find another MOB to fight, then hopefully I'm able to loot the new MOB and go back to loot the first one. I'll try both the roll-dodge and bar-swapping next time.
I get it quite a bit too, in overland, dungeons and Cyrodil. It's seems like some kind of positional desynch between player location, i.e. whats on screen and maybe where server thinks you are.
Sometimes you can move around and you can loot but the cursor is not near the mob. Otherwise I find a dodge roll can fix it. Lastly if you really need the loot /reloadUI will do it.
I also thought that it might be a positional desync of some kind, except if you move away and fight something else the game has no trouble responding correctly to your current location-- and it had no trouble when you were fighting the first MOB(s). So the suggestion that it's a variation of the "stuck in combat" issue seems more likely.
Happens all the time, and before the latest update.
I just switch bars and I can loot after I do. It happens in dungeons and overland both.
Just another issue that ZoS will not resolve, the people who fix buys are working on bug fixes for the new content that is being released, not on the content already released. It's a problem, a major problem obviously.
Only fixes that ZoS has commented that they are working on is optimization, which of course does nothing to fix the bugs in the code, just makes the bugs more efficient in regards to resources used, better bugs. =(
Anyway, business as usual... When ESO is nothing but frogs and crickets, and everyone has moved on to other MMOs then those calling the shots at ZoS can look back through the forum and say to themselves, oh yeah, if only we fixed what people complained about, hmmmmmmm.....
