I suspect it is to do with things like people in small areas firing off multiple aoe's etc, and the server can't handle it. Certain skills have a lot of visual effects, like the necromancer ultimate.
When people say PvP is broken, don't they mean just Cyrodiil? I don't see as many comments about Imperial City, Battlegrounds or Dueling. Moreover, when they say Cyrodiil, don't they mean the one campaign everyone wants to join? I have seen people mentioning other campaigns not having problems but for some reason people don't spread out between the campaigns and I don't understand why PvP guilds don't organise that. Note that is just the impression I get from reading the forums, as I don't PvP I do stand to be corrected!
I do also get that endgame PvE also has problems, and I personally find that overland PvE including delves, dolmens and world bosses is fine - including on PC EU.

The one thing that may be different in Cyrodiil is the anti-cheat programming, but sadly that's an inevitable fact of life with competitive play.
