I probably won't have time to do both expansions, so which one is more necessary (or more fun) to do before Greymoor?

✭✭✭✭✭Newer expansions are pretty much unrelated to each other so do whaterver you feel like.
Elsweyr might be a better choice since it's a self contained story with its year of DLCs. Summerset is the last chapter of a larger plot that has started with Morrowind followed by Clockwork City.1 -

Well, I completed Morrowind and CWC (unfortunately backwards). I will do SS then.

@ImmortalCX SS for jewelry crafting and the Psijic Order skill line....This will benefit your characters greatly.
Go to EW to kill some dragons at least.
