I think it has been reported but...like so many other bugs they stay for a very long time. Here is one similar to what you experienced:

^^ Ah, the old "bar swapping drains resources" bug.

AFAIK this only happens when your front bar and back bar have different resource numbers. The bug is intermittent, but it keeps coming back every few patches since sometime around Summerset. Since they obviously can't fix it, the only solution is to build around it. This is why 100% of my builds are always made to keep the same resource pools on bar swap. Two rules:

1. Never run a max stat set on a 4pc/5pc weapon if running a different back bar.
2. Never single-bar a shield, unless it's an unenchanted crafted shield or the special Leeching shield from ICP with a Health Recovery glyph.

It happened to me in Cyrodiil recently. It finally cleared itself up, but intermittently for several minutes, stam was drained and no magic skills fired with a full magic bar. My character twitched as if it was starting to fire, but nope, nothing happened.

This is very likely coincidence, but pressing the sprint button twice allowed a magic skill to work, but again, that didn't work every time, so, I think, when seemed to work, it was not relevant. It was just some sort of server constipation or something popping until it finally cleared itself in around 5 minutes more or less. I had just recently been sprinting to a location to siege and although horse stam is not connected but the sprint button is connected to a type of stam drain - that is my thought process to try the sprint button ... .

This has happened several times in the last few weeks/months, specifically on one of my characters - my magblade.

Can anyone confirm if this is happening on other classes?

Geez, now i know why I play with over 2k regens and after like 4 skills and few dodges my resources are completely drained lol

And then i see videos of players running with 800 regens and they 1vX at max pool all day, and they don't struggle even spamming skills all fight lol

How many times i thought i was bad at the game and a trash player, but i had the confirmation when the server was half empty after the patch release, everything was connecting perfectly and I won my first 1vX like drinking water.

Now my characters are just all bugged with those resources drains, break free doesn't work half the times and you get desynced with every projectile skill. The game never been this bad.

This happens to me on my Magcro after sprinting till my Stamina is drained. I've sent a bug report.

The last time it happened to me, I was on my MagPlar. So, yes. It's happening for other classes. I suspect it is or, at least can happen with any magicka based class. I play mostly stamina based characters. StamBlade, StamPlar, StamDK, StamSorc (before it was cool :P ) but, I also play MagPlar, MagSorc, and MagCrow. As someone mentioned this seemed to happen after they had depleted their stam from a sprint, I might have to experiment and see if I can get the issue to replicate on all my magicka based characters. Then, see if the dodge-roll mentioned will indeed correct it.

This happens on my stamblade. I have ww on my bow bar for the stam regen passive. I guess that's a no no. So embarrassing in cyro when a stamblade can't even roll dodge.
